










The Inner West is the beating heart of Sydney's live music scene and we want to spread the success of what we've done in Enmore Road.
Enmore Road is the first Special Entertainment Precinct in NSW, supporting the vibrancy and creative identity of the flourishing strip.
Following the success of Enmore Road, Council is now committed to extending the benefits of the Special Entertainment Precinct framework with six new precincts proposed in:
- Balmain
- Dulwich Hill
- Leichhardt
- Marrickville North
- Marrickville Town Centre
- Rozelle
A minor extension to Enmore Road is also proposed to include the Warrenview Hotel, an adjacent property and Young Henry's brewery.
The Inner West Community wants more Special Entertainment Precincts
In early 2024, Council asked the community for feedback on the six precincts. They received a high level of support:
- 66% support for Balmain
- 90% support for Dulwich Hill
- 84% support for Leichhardt
- 94% support for Marrickville North
- 91% support for Marrickville Town Centre
- 83% support for Rozelle
Support was measured from 531 responses.
Council now wants your feedback on the final proposal
After receiving your feedback, the proposal has been refined to better align with community expectations.
Changes include:
- Removal of Norton Street commercial properties between Allen Street and Macauley Street from the Leichhardt precinct
- Removal of the former Great Club premises from the Marrickville Town Centre precinct
- Extending the Marrickville Town Centre Precinct to include Illawarra Road commercial properties south of the railway
- Including properties on the northern side of Addision Road to the Marrickville North precinct
- Prohibiting adult entertainment businesses from benefiting from the SEP framework
We now want your feedback on the final proposal, including the following details:
- Sound criteria and limits that apply to businesses in the Draft Precinct Management Plan
- Sound proofing requirements for new development in and around Special Entertainment Precincts in the relevant Development Control Plan
- Operational requirements for new or modified businesses in the Development Control Plan
We are also seeking your feedback on proposed trading hours in each precinct.

What's changed since the last round of consultation?
Changes have been made to further refine the precincts and better meet community expectations. These changes include:
- Removing properties north of Macauley Street from the Leichhardt SEP
- Including commercial properties north of Addision Road in the Marrickville North SEP
- Removing the former Great Club from the Marrickville Town Centre SEP
- Extending the Marrickville Town Centre SEP south of Marrickville Station
- Minor extensions to the Enmore Road SEP to include the Warren View Hotel an adjacent property, and Young Henry's brewery
Operational changes have also been made, including:
- Adult entertainment and sex-services premises cannot access the benefits of being in a SEP
- Sound criteria and limits applicable to businesses within SEPs are contained within the Draft Precinct Management Plan

Changes to proposed Special Entertainment Precincts
Trading hours
Businesses on Enmore Road within the Special Entertainment Precinct can currently stay open an hour later than their development consent allows, as long as they close by 2am. Recent State Government reforms require Council's to instead set a standard closing time for businesses in Special Entertainment Precincts.
Council has considered a number of factors including the availability of public transport, existing operating hours and the desired future character of each precinct and is proposing to permit businesses to trade until the following hours without needing further approval in each precinct:
- Balmain - midnight
- Dulwich Hill - midnight
- Leichhardt - 1am
- Marrickville North - 1am
- Marrickville Town Centre - 1am
- Rozelle - midnight
- Enmore Road - 2am
Businesses with existing approval to operate beyond the these hours could continue to do so. New or modified businesses can also apply to extend their hours, but they will need Development Approval (DA).

Draft Precinct Management Plan
The Draft Precinct Management Plan contains the operational details for each Special Entertainment Precincts, including:
- Objectives of the Special Entertainment Precincts
- Sound limits that apply to businesses and how they are measured
- The benefits of operating within a precinct including extended footpath dining till 11pm
- Complaint handling procedures
Council is seeking feedback on the draft precinct management plan. Please review the plan and complete the survey below.
Draft Development Control Plan
Development Control Plans (DCPs) contain detailed planning and design guidelines that are used by Council planners to assess development applications.
Amendments to the Marrickville DCP 2011 and Leichhardt DCP 2013 are proposed to achieve the following:
- New residential and other sensitive developments in and around precincts are adequately sound-proofed
- New or modified venues in precincts can operate within the set criteria
Council is seeking your feedback on amendments to both the DCPs. Please review the relevant DCP and complete the survey below to have your say.

- Leichhardt (properties on the southern side of Parramatta Road)

Twelve month review period
After 12 months of operation, Council is required to undertake a review of the Special Entertainment Precincts to ensure they are operating effectively.
During the initial 12 month period, Council will welcome feedback from all stakeholders regarding operational matters in the precincts through our online portal. Further details will be on Council's website once the precincts are operational.
