How did we get here?

Between 17 December 2023 and 18 February 2024, we asked you about your experiences and enjoyment of Easton Park and Rozelle Parklands. This consultation aimed to develop a 10-year plan, including a Plan of Management and a Master Plan for each park. Community engagement included a drop in session at Rozelle Parklands and feedback collected through Your Say Inner West.


Project details

At its meeting on 3 December 2024, Council received a report including community feedback and resolved to endorse the Plans of Management and Masterplans for public exhibition.

The former Government and Transport for NSW left behind a Parklands project that was not going to provide the scope of sporting facilities, accessibility and car parking that the community had been promised.

Now however there is a Plan of Management for each park that has been developed to ensure that future community recreation and sporting needs are met and that recurrent management costs to the community are transparently provided and disclosed. These draft Plans of Management are a blueprint for how to continue to improve these community assets and incorporates a range of improvements to the Parklands

Council secured an extra $20 Million from the State Government for ongoing improvements to the Parklands – in return for Council taking on care control and management of the Parklands in 2025.

Council has also done its due diligence on the recurrent cost $650,000 per annum for maintaining Rozelle Parklands and we are confident that Masterplan satisfies the communities needs.

We now invite you to read the draft Plans of Management and Masterplans and share your feedback below.

Your feedback will be taken into consideration when Council looks to adopt the final documents at its 18 February Council meeting.

  • Plan of Management is a guiding framework which directs the future vision, planning, management and use of the park. It informs the development of the park over the next ten years.
  • Master Plan is a design report outlining the actions required for improvement, it guides the physical upgrade of the site over the next ten years. It does this by suggesting how the strategies set out in the Plan of Management can be translated into specific site improvements and upgrades.

A Plan of Management is a useful tool to provide strategic planning and governance for the management and use of land. The plans set out objectives and performance targets for community land and promote active land management.

Councils are required to develop plans of management under the Crown Land Management Act 2016 (the CLM Act) and under Local Government Act 1993 (LG Act)


About the Plans

Rozelle Parklands and Easton Park plans of management and master plans were developed together in order to recognise the opportunities that existed to share access, manage traffic and maximise parking. This includes

  • The provision of adequate car parking facilities (including accessible spaces) to service the Rozelle Parklands, including the provision of bus bays to support access for school sport.
  • Two new crossings on Lilyfield Road (including one between Easton Park and the Rozelle Parkland) to address pedestrian and cycling safety and accessibility to the Rozelle Parklands.

Rozelle Parklands

Rozelle Parklands Masterplan Concept

  • Development of a future seating area at the oval sporting field as an amphitheatre for live performance including theatre, film screening and music.
  • New shared marking zones on the cycle paths. New shared markings on the cyclist paths.
  • Introduction of new park seating areas.
  • New shade structures for fitness area and playground
  • Provision of a new toilet block (design and delivery by TfNSW)
  • Options for Cricket Wicket A: Synthetic turf wicket block on concrete base to allow winter usage or B: Natural turf wicket subject to agreement that NSW Cricket will meet 50% of the total annual maintenance costs moving forward (costs for annual maintenance for a turf wicket block are approximately $105,215 ($105k) per annum.
  • New lighting towers at the existing oval to include 4 x 3 phase power outlets to allow events use (design and delivery by TfNSW)
  • Provision of Cricket nets
  • Picket fence developed around the sports oval.


Easton Park

Easton Park Master Plan Concept:

  • "New amenities building incorporating storage, changing rooms and toilets. Design to address CPTED considerations and opportunity to incorporate public art on building facade"
  • New decking area overlooking the sporting ground. Provide BBQ facilities and DDA tables
  • New and relocated seating benches overlooking the sporting ground.
  • New pathway network: - connecting eastern entry to the sporting ground - along the angled parking at Denison Street - along the west and south sides of the sporting ground.
  • Upgrading and expanding the existing playground to include new play equipment, water play area, ping pong tables, seating, planting and shading structure.
  • Space for a future community garden
  • Proposed additional Dog off-leash area
