At its meeting on Monday 16 March 2026 the Local Transport Forum will consider a report including consultation outcomes and make the following recommendations to Council:

2. both sides of Elswick Street, between Marion Street and Parramatta Road, Leichhardt

3. southern side of Albert Street, between Flood Street and Elswick Street, Leichhardt

We want your feedback on a proposed changes to parking within the Leichhardt West Precinct.


Why are we proposing this change?

After Stage 1 of the Resident Parking Scheme (RPS) was introduced, Council reviewed parking in nearby streets. The results showed that most streets were very full - over 85% of parking spaces were taken at various times of the day.


What are we proposing?


Council is planning to expand the RPS to more streets in Leichhardt West (Stage 2 and 3). A map of the proposed area is below.

If the plan goes ahead:

  • Anyone can park for up to 2 hours during signed posted times, Monday to Friday.
  • Cars with a valid Area L1 parking permit can park without time limits.

Some streets -Tebbutt Street, Foster Street, Hathern Street, and Parramatta Road - will not be changed, as they are managed by Transport for New South Wales.

Council will also add 10-metre No Stopping zones at intersections where needed, as required by NSW Road Rules. Existing bus zones, mobility spaces, and other signs will stay the same.

Council is proposing a Resident Parking Scheme (RPS) in the Leichhardt West Precinct for Stages 2 and 3 in the areas shown on the plan below.

Notes on the proposal

1. Council is retaining unrestricted parking areas to allow parking for properties that are not eligible to obtain parking permit 2. 10 metre 'No Stopping' restrictions will be installed at all intersections with new RPS restrictions 3. Dashed line are existing residential parking restrictions

If supported and approved:

  • Anyone can park for up to 2 hours between the signposted times, Monday to Friday.
  • Vehicles that display a valid Area L1 parking permit are exempt from restrictions.

Some streets - Tebbutt Street, Foster Street, Hathern Street, and Parramatta Road - will not be changed, as they are managed by Transport for New South Wales.

Council will install 10m ‘No Stopping’ zones at all intersections if they are not already in place, as required under the NSW Road Rules. All existing mobility spaces, bus zones, no parking, and other restrictions will remain unchanged.

You may be eligible if:

  • Your car is registered to your property address.
  • Your property is not a boarding house or your apartment block has not been strata subdivided after January 2001.
  • Dual occupancies or subdivision of land into two (2) lots without on-site parking approved after January 2001 are eligible for a single residential parking permit and not entitled to visitor parking permit.
  • You do not live on State Road.

Each eligible property can also apply for one visitor permit unless the building already has visitor parking.

It depends on how many off-street parking spaces you have. If your property is eligible for permits, you can apply for the following number of permits:
