Project updates
The following sections are being reported to the Local Traffic Committee for consideration for RPS expansion:
- Western and Eastern side of Burfitt Street, Leichhardt – Between No.2 to No.48 and No.1 to No.45
- Eastern side Edith Street, Leichhardt – Between No.37 to No.65A (permits will be allocated to eligible properties on both sides)
- Western and Eastern side of Elswick Street, Leichhardt – Between No.118 to No.162 and No.105 to No.141
Council adopted the recommendations of the Local Traffic Committee.
At its meeting on 3 December 2024 Council will consider a Local Traffic Committee recommendations on this proposal.

- Support Rate is the number of votes on the subject section support the RPS expressed as a percentage of the number of responses for the section.
- Response Rate is the number of valid votes compared to the number of properties for the section expressed as a percentage.
Council will generally not proceed with implementation of a parking scheme or changes to an existing parking scheme in isolation from a precinct wide parking study unless at least 65% of respondents, from different households within the proposed zone, support the proposal and provided a minimum response rate of 30% of households is achieved in Council’s survey.
Project details
Council has received requests from residents to expand the Stage 1 Leichhardt West Resident Parking Scheme (RPS) as it has changed parking conditions in the streets with unrestricted parking.
Council has completed a post implementation review following the introduction of the Stage 1 Leichhardt West RPS, including observing and collecting parking data during different times and days. It was generally found that unrestricted parking on sections of streets adjacent to the RPS had high occupancy rates.
What is being proposed?
It is proposed to expand the Stage 1 Leichhardt West Resident Parking Scheme by installing ‘2P 8am-6pm, Monday to Friday, Permit Holders Excepted, Area L1 in the following sections:
- Burfitt Street south of existing RPS
- Flood Street south of Regent Street
- Edith Street south of Regent Street
- Elswick Street south of Regent Street
- Elswick Street between No.216 to No.226
Please note that as part of the proposal, statutory 10 metre ‘No Stopping’ zones must be installed at all intersections as per NSW Road Rules if the restriction is not already in place.

A minimum of 50% support from properties in the subject section are required for consideration to implement RPS. Each property will be entitled to a single preference only -please note that multiple submissions will be counted as one.
Eligibility for resident parking permit is as follows:
- Proof of vehicle registered at the property is required for resident parking permit application.
- One visitor parking permit will be offered per eligible property.
- Dual occupancies, multi dwelling housing and residential flat buildings, subdivisions into two or more lots and strata subdivision of residential flat buildings approved after January 2001 are not allowed to participate in a RPS as off-street parking should be provided in accordance with Council’s parking development control plan DCP.
- Parking permits are not available for boats on trailers, box trailers, caravans, buses and trucks (i.e., vehicles greater than 3 tonnes GVM).

What happens next?
If supported a report, including feedback from the community, will be considered by Council’s Local Traffic Committee. The Committee’s recommendations will then be considered by Council where a final decision will be made. Everyone who provides feedback will be notified when the report is considered by the Committee.
