Council is seeking your views on three alternative options that aim to reduce the issues associated with the introduction of 'No Left Turn' from Wardell Road into Riverside Crescent in early 2021 , whilst maintaining suitable conditions for the on-street GreenWay in Ness Avenue.

In 2021 Council has received concerns from the community about the ‘No Left Turn’ restriction on Wardell Road at the intersection of Riverside Crescent. The restriction was introduced in early 2021 to reduce traffic in and around Ness Avenue. This would improve safety for all when bike riders use the on-street cycleway, which connects to the GreenWay.

Key issues shared with us included:
  • Impact on traffic congestion and increased travel times
  • Unsafe traffic movement through the adjacent petrol station
  • Vehicles continuing to make the left turn.

To address these concerns, Council proposed to replace the ‘No Left Turn’ restriction from Wardell Road into Riverside Crescent with ‘No Left Turn Vehicles Over 6 metres’. This would have allowed cars to turn left however, trucks would have been banned from making the turn. In September 2021 we asked the community to provide feedback on this proposal.

This proposal was not surpported by the community.

Issues relating to this traffic restriction, installed in 2021 as part of the GreenWay project to reduce traffic in and around Ness Avenue continue to occur. These include increase in traffic congestion and travel times, unsafe traffic movements through the petrol station and vehicles that continue to make the left turn in conflict with the sign.

In association with replacing the existing ‘No Left Turn’ restriction with a ‘No Left Turn Vehicles Over 6 metres’ restriction at Wardell Road/Riverside Crescent, install:

  • a ‘No Left Turn 7:00-9:30am Mon-Fri, Bicycles Excepted’ sign in Riverside Crescent at Tennyson Street to restrict westbound movements.
  • 20 metres of ‘No Parking 7:00am-9:30am Mon-Fri; on the western side of Wardell Road along the frontages of 281-285 Wardell Road.

In association with replacing the existing ‘No Left Turn’ restriction with a ‘No Left Turn Vehicles Over 6 metres’ at Wardell Road/Riverside Crescent, install:

  • a ‘No Left Turn 7:00-9:30am Mon-Fri, Bicycles Excepted’ sign in Riverside Crescent at Tennyson Street to restrict westbound movements.
  • a ‘No Left Turn 7:00-9:30am Mon-Fri, Bicycles Excepted’ sign in Riverside Crescent at Balfour Street to restrict westbound movements.
  • 20 metres of ‘No Parking 7:00am-9:30am Mon-Fri' on the western side of Wardell Road along the frontages of 281-285 Wardell Road.

In association with retaining the existing ‘No Left Turn’ restriction at Wardell Road/Riverside Crescent, install:

  • 20 metres of ‘No Parking 7:00am-9:30am Mon-Fri' on the western side of Wardell Road along the frontages of 281-285 Wardell Road.
  • ‘No Entry Bicycles Excepted’ sign facing northbound traffic in Riverside Crescent and associated kerb blisters in front of No. 92 Riverside Crescent (immediately north of the driveway to mechanics).

Staff will review the community's feedback. A summary of what we heard will be included in a Traffic Committee Report.
