Outcomes:
Total submission : 33 properties with 13 submissions from properties outside of the expansion area.
The overall support rate of the proposal is 10%.
Council’s Resident Parking Scheme Policy requires a minimum of 50% support from properties in the subject section for consideration of a Resident Parking Scheme (RPS), with each property entitled to a single vote. Please note that the ‘Support rate’ is the number of votes on the subject section supporting the RPS expressed as a percentage of the total number of properties for the section and the ‘Response rate’ is the number of valid votes compared to the number of properties for the section expressed as a percentage.
Due to insufficient support these proposals will not go ahead.
Council may re-investigate parking issues in this location after 24 month period unless there are a significant change in land use around the neighbourhood in that time.
Project details
Council has received requests from residents for a review of the existing Resident Parking Scheme (RPS) in Balmain East, to better manage on-street parking in the area. In addition a recent Parking Precinct Study for Balmain East, it was identified that Darling Street between Duke Street and The Avenue had high parking occupancy levels during different times of the day.
To ease this issue Council proposes to expand the existing RPS with a maximum one resident parking permit allocation.
What is being proposed?
To better manage parking in the area, Council is proposing to expand the RPS in Darling Street, between Duke Street and The Avenue, by installing ‘2P 8am-10pm, Permit Holders Excepted, Area BE’ as shown in the enclosed plan.

- As part of the proposal, ‘No Stopping’ zones will be installed at Duke Street on both sides of Ternen Street.

A minimum of 50% support from properties in the subject section are required for consideration to implement RPS. Each property will be entitled to a single preference only -please note that multiple submissions will be counted as one.
Eligibility for resident parking permit is as follows:
- Proof of vehicle registered at the property is required for resident parking permit application.
- One visitor parking permit will be offered per eligible property.
- Dual occupancies, multi dwelling housing and residential flat buildings, subdivisions into two or more lots and strata subdivision of residential flat buildings approved after January 2001 are not allowed to participate in a RPS as off-street parking should be provided in accordance with Council’s parking development control plan DCP.
- Parking permits are not available for boats on trailers, box trailers, caravans, buses and trucks (i.e., vehicles greater than 3 tonnes GVM).

What happens next?
If supported a report, including feedback from the community, will be considered by Council’s Local Traffic Committee. The Committee’s recommendations will then be considered by Council where a final decision will be made. Everyone who provides feedback will be notified when the report is considered by the Committee.
