Code of Meeting Practice 2026 - Council decision

At its meeting on Tuesday 25 August 2026 Council considered a report including community feedback and made the following decision. That Council:

1. Adopt the Code of Meeting Practice.

2. Authorise the person presiding at each Council meeting, or committee meeting of which all members are councillors, to exercise the power of expulsion under s10(2) of the Local Government Act 1993 to expel any person other than a Councillor as per Clause 15.14 of the Code of Meeting Practice.

3. Note the important role councillor briefings play ensuring elected representatives are informed and able to effectively discharge their responsibilities.

4. Note that councillor briefings do not constitute decision making forums, with all formal decisions continuing to be made at public Council meetings.

5. Write to the Minster of Local Government and the Office of Local Government NSW seeking a review of any restrictions that prevent or discourage councillor briefing sessions.

6. Advocate for local councils to retain the ability to conduct councillor briefings.
