Between 31 May and 23 June 2023 we sought community feedback on the proposal to introduce Residential Parking Scheme in Wells and Collins Streets, Annandale.

Key points on the engagement methods and results:

  • The Your Say Inner West project page was viewed 152 times
  • 37 respondents completed the online feedback form
  • 2 provided feedback via an email
  • 3 provided feedback via post

Outcomes:

  • Wells Street - Response rate 42% Support rate 22%
  • Collins Street - Response rate 45% Support rate 27%

Due to insufficient support this proposal will not go ahead.


Project details

Several residents have expressed concerns to Council about the long-term non-resident parking along Wells and Collins Streets, Annandale. Council also conducted a parking assessment which showed a high parking demand during the day (above 85% parking occupancy rate).

Council is proposing to introduce a Resident Parking Scheme (RPS) to the sections of Wells and Collins Streets.


What does the proposal inlcude?

  • Installation of ‘2P 8am-6pm Mon-Fri, Permit Holders Excepted Area A1’ on the eastern side of Wells Street, Annandale between Booth and Collins Streets and on a western section of Wells Street in between Property No.6 and No. 34 Wells St, Annandale.
  • Installation of ‘2P 8am-6pm Mon-Fri, Permit Holders Excepted Area A1’ on the southern side of Collins St, Annandale between Trafalgar and Nelson Street, Annandale.
  • Installation of 10m ‘No Stopping’ zones must also be installed at all intersections (as required by NSW Road Rules) if the restriction is not already existing.

How does Council determine whether RPS will be implemented?

  • A minimum of 50% support from properties in the subject section are required for consideration to implement an RPS. Each property will be entitled to a single preference only – please note that multiple submissions will be counted as one.

Where is it being proposed?

The scheme has a maximum of 2 resident parking permits and 1 visitor parking permit for each eligible property. The eligibility criteria and permit allocation are shown in the table below:

  • Dual occupancies, multi dwelling housing and residential flat buildings, subdivisions into two or more lots and the strata subdivision of residential flat buildings, approved after January 2001, are NOT eligible to participate in Council’s Parking Permit Scheme.
  • Multi-dwelling units with visitor parking within the premises will not be issued visitor parking permits.
  • Parking permits are not available for boats (on trailers), box trailers, caravans, buses and trucks (i.e. vehicles greater than 3 tonnes GVM).
  • Proof of vehicle registered at the property is required for resident parking permit application

All properties in Wells St are eligible for permits subject to meeting the criteria as specified on the project page.

This section of Wells St has been left unrestricted as it has a history of being a mix of footpath and kerbside parking. Implementing a RPS restriction will mean formalising kerbside parking only and will reduce available parking spaces.

What happens next?

A report including feedback from the community, will be considered by Council’s Local Traffic Committee. Council will then consider the Traffic Committee’s recommendations and make a decision. All those who provide feedback will be notified when the report will be discussed at the Local Traffic Committee meeting.
