Project updates

Thank you to everyone who took part in the community consultation on the proposed Resident Parking Scheme extension in the Dawn Fraser Baths area.

In accordance with Council's Resident Parking Scheme Policy a minimum of 50% support from properties within the proposed scheme area is required for Council to consider introducing a Resident Parking Scheme. Each property is entitled to one vote.

A summary of the survey results is provided below.

Understanding the results

  • Response rate: The percentage of properties within the proposed area that submitted a valid survey response.
  • Support rate: The percentage of properties within the proposed area that voted in support of the scheme.

Council also received feedback from residents outside the proposed scheme area and appreciates everyone who took the time to share their views.

Outcome

The proposed sections did not achieve the required 50% support threshold. As a result, the proposed Resident Parking Scheme extension will not proceed.

Resident letter

What is this consultation about?

We want your feedback on proposed changes to parking around the Dawn Fraser Baths.

Why are we proposing these changes?

Council has received requests from residents to look at parking around Dawn Fraser Baths. We collected parking data in late 2025 and the results showed that parking is quite full during the day on some of the streets surrounding Dawn Frazer Baths.

What are we proposing?

Council is proposing to introduce a Resident Parking Scheme (RPS) within the sections listed below and shown in the enclosed plan.

Installing ‘2P 8am-10pm Permit Holders Excepted Area B1’ in the below sections:

  • Glassop Street between Elliott Street and White Street, Balmain
  • The western side of White Street between Tilba Avenue and Glassop Street, Balmain
  • The western side of Carieville Street, Balmain

As part of the proposal, ‘No Stopping’ zones must also be installed at all intersections (as per NSW Road Rules) if the restriction is not already existing.

Eligibility for resident parking permit is as follows:

  • Your car is registered to your home address, which directly fronts the street or has a side boundary to the proposed resident parking zone.
  • One visitor parking permit will be offered per eligible property.
  • Dual occupancies, multi dwelling housing and residential flat buildings, subdivisions into two or more lots and strata subdivision of residential flat buildings approved after January 2001 are not allowed to participate in a RPS as off-street parking should be provided in accordance with Council’s parking development control plan DCP.
