Council is seeking your feedback on the proposed site-specific amendments to the Inner West Local Environmental Plan (IWLEP) 2022 for 11-11A Edinburgh Road, Marrickville.
Project details
The site-specific planning proposal intends to facilitate additional self-storage uses on the site. This will be done through the following changes to the IWLEP 2022:
- The site currently has a floor space ratio (FSR) of 0.95:1. The proposal seeks to allow an additional FSR of 2.25:1 for self-storage uses only, resulting in a total FSR of 3.2:1,
- Minimum 7.5% of the site area for deep soil planting for landscaping and new trees, and
- No changes are proposed to the uses permitted on the site.
The planning proposal will facilitate the development of the site for a total of 22,745sqm of floorspace for self-storage units.
NSW Department of Planning, Housing and Infrastructure (DPHI) has reviewed the proposal and issued a Gateway Determination in June 2025 for the proposal to proceed to public exhibition. Council has been given delegation to make the plan as the Local Plan Making Authority.
Note: Unlike a Development Application, a Planning Proposal is intended solely to amend the planning controls that apply to the site. Additional approvals will be required for any future development applications related to the site.
Background
On 11 March 2025, Council resolved:
1. That Council support the Planning Proposal for 11-11A Edinburgh Road, Marrickville for the reasons recommended in the Council officer’s assessment report (Attachment 1) to permit an additional Floor Space Ratio of 2.25:1 for self-storage units only on the site subject to the following conditions:
- remove the proposed height of building control in line with the Inner West Local Planning Panel’s recommendations; and
- amend the proposed site-specific clause to require deep soil planting as per below:
- 7.5% of the site be provided as deep soil/ landscaping if the existing warehouse is largely retained on the site; and
- 15% of the site be provided as deep soil/ landscaping if more than 25% of the existing warehouse building is removed.
2. That Council forward the Planning Proposal with the above-mentioned changes to the Minister of Planning for Gateway Determination in accordance with section 3.34 of the Environmental Planning & Assessment Act 1979.
3. That Council following receipt of a Gateway Determination and compliance with its conditions by the proponent, the Planning proposal and supporting documentation be placed on public exhibition for a minimum of 28 days.
4. That Council receive a post exhibition report for its consideration.

What happens next?
After feedback closes, we will consider the submissions and report the results to Council. If Council approves the planning proposal, the proposed IWLEP amendment will be finalised and published on the NSW legislation website.
