100-102 Elliott Street Balmain – Planning proposal to rezone land

Council is proposing to change the zoning of the waterfront site which previously housed the Nutrimetics Cosmetics Factory. The new land use would reflect the recently approved development consent, including residential apartments, commercial and retail space and greater public access to the harbour foreshore. If approved, the Leichhardt Local Environmental Plan (LEP) 2013 will be amended.

Is this a Development Application?

No. The site already has development consent from the State Government’s Joint Regional Planning Panel (JRPP) to construct eight buildings ranging from 3-5 storeys, for apartments and commercial/retail on the ground floor. Consent was also given for 19 serviced

No. The site already has development consent from the State Government’s Joint Regional Planning Panel (JRPP) to construct eight buildings ranging from 3-5 storeys, for apartments and commercial/retail on the ground floor. Consent was also given for 19 serviced apartments but the developer proposes converting these to residential. This conversion is supported by Council as it provides more housing in the local area.

What does land rezoning mean?

Land zoning sets out what type of uses can occur on various sites. Land zones are contained in a Council’s Local Environment Plan (LEP). See the FAQs for more details.

What changes are proposed?

If approved, the rezoning would amend Leichhardt Local Environmental Plan (LEP) 2013, changing the current zoning of Local Centre (B2) to a mix of General Residential (R1), Business Park (B7), Public Recreation (RE1) with B2 zoning retained on the rest of the site (see map in the Document Library).
