Project details

Council is proposing to amend Leichhardt Local Environmental Plan 2013 (LEP) to facilitate the redevelopment of Annesley House at 17 Marion Street, Leichhardt. The intent of the amendment is to provide a seniors housing development (including affordable residential units) that fits with the character of Leichhardt town centre.

Key features of the planning proposal on public exhibition

  • increase the maximum floor space ratio for the site to 2:1;
  • introduce a maximum height control of five storeys for the site;
  • provide 15% affordable housing in accordance with the State Environmental Planning Policy (Housing for Seniors or People with a Disability) 2004;
  • restrict the maximum development capacity to seniors housing only; and
  • ensure that the maximum development capacity does not rely on any other bonus floor space provisions.

Council also proposes to amend Leichhardt Development Control Plan 2013 (DCP) with site specific controls for built form, street frontage heights and setbacks.

The proponent (initiator) of the planning proposal is Uniting, an independent, not for profit social housing and aged care provider.

What is Council’s role in the planning proposal?

  • The Department of Planning and Environment (DP&E) issued a Gateway determination for this draft planning proposal, dated 11 December 2017, requiring community engagement for the proposed LEP amendment. This means the DP&E have assessed the planning proposal and decided it has sufficient merit to proceed to public exhibition.
  • Council is the Relevant Planning Authority (RPA). This means it is the body appointed to administer this community engagement.
  • Council has also been 'delegated to make the plan' by the DP&E which means it is the final decision making body in this case.

After the exhibition closes, your feedback will be reported to Council which will determine whether or not to progress the planning proposal to the final stages of the process which leads to amending the Leichhardt LEP 2013.
