Council is consulting the community on upgrading traffic facilities and improving pedestrian safety for Stage 1 of the former Allied Mills site Development at 2-32 Smith Street, Summer Hill. During the initial consultation a number of residents raised concerns about the proposal to change Chapman Street to a one-way street. Council has considered this feedback and developed an amended plan which maintains a two-way traffic flow on Chapman Street.

Background

The Development Application (DA) for the former Allied Mills site, 2-32 Smith Street, Summer Hill, included the construction of a roundabout at the intersection of Smith Street and Edward Street, Summer Hill, along with other road works in the surrounding area. Residents were invited to comment on draft plans for this work from 9 December 2016 to 13 January 2017. An amended plan for the roundabout has now been developed which residents are invited to comment on. There is no change to the Flour Mill internal road plan which was part of the initial consultation.

What is in the current consultation?

Council is now seeking feedback on the amended plan for a roundabout at the intersection of Smith, Edward and Chapman Streets.

The proposed works include:

  • Upgrading and installing new kerb ramps at the intersection of Smith, Edward and Chapman Streets.
  • Installing two new pedestrian refuges in Edward Street and Smith Street.
  • Re-sheeting the entire intersection with asphalt.

Parking and Traffic Changes

  • No Stopping restrictions will be introduced near the roundabout to provide visibility for motorists and pedestrians. This will result in the loss of five parking spaces.
  • Vehicles parking on the eastern side of Chapman Street must face southbound in the direction of traffic flow as per NSW Road Rules (currently all vehicles are facing north bound on both sides of the road, contrary to NSW Road Rules). This means motorists will need to turn around to park on the eastern side of the road. If this creates difficulties Council may need to investigate a turnaround section at the northern end of Chapman Street which may result in loss of parking.

The amended plan allows motorists to continue turning left and right out of Chapman Street onto Smith Street.

What happens next?

Council has not yet made any commitment to change the traffic arrangements. A report, together with community comments will be considered by Council’s Local Traffic Committee at a meeting on Thursday 2 March 2017. The Committee will make recommendations for Council to consider at its March meeting. Council will notify everyone who provided comments of the final decision.

When is the work planned for?

Construction is scheduled for early 2017, subject to the outcome of this community engagement and final approvals. Residents will be further notified before any works start.
