What is an Operational Plan?
An Operational Plan is a practical plan which covers hours of use and allocation, compliance with traffic and car parking restrictions, minimisation of traffic generation, public access, hirer’s community liaison contact, noise, code of conduct and litter. The plan also includes a declaration section where users must sign to confirm their agreement with the terms.
How did we get here?
In 2020 we undertook community engagement to develop Operational Plan for Arlington Reserve. Initial community engagement occurred between 10 February and 8 March 2020. A stakeholder meeting with seasonal hirers was held during the engagement period. Some of the issues discussed in the meeting included the creation of the Arlington Reserve Committee, community expectations regarding noise levels, light pollution and limited parking.
The feedback from the initial engagement informed the development of the draft Operational plan. Stage Two - public exhibition of the Operational plan took place between 27 July and 24 August 2020.
Council officers have revised the Operational Plan for Arlington Reserve based on the community feedback local residents and sporting users. This plan was considered at a Council meeting of 13 October 2020. The elected Council decided to defer its decision and requested further consultations with the residents.
