Council is seeking your feedback on the planning proposal for 20 Smidmore Street, Marrickville, to amend the Inner West Local Environmental Plan (IWLEP) 2022.


Project details


The site is part of the Marrickville Metro Shopping Centre. The planning proposal seeks to align the site’s zoning and associated development standards (Floor Space Ratio and Height of Building) applying to the site to reflect its current operational use as a shopping centre and enable a broader range of commercial and community uses to be provided within the existing development.



The proposed amendments to IWLEP 2022 include:

  • Rezone the site from E4 General Industrial to E1 Local Centre,
  • Introduce a maximum Height of Building (HOB) of 24m,
  • Increase the maximum Floor Space Ratio (FSR) from 0.95:1 to 1.8:1,
  • Introduce a site-specific planning control requiring no net loss of non-residential floor space, or a non-residential FSR of no less than 1.64:1, whichever is the greater, and
  • Delete clauses 44 and 49 of Schedule 1 (Additional Permitted Uses) that currently apply to the site.

The proposed changes to planning controls reflect the existing shopping centre development. The 24m HOB is the height of the existing building and the 1.8:1 FSR allows for an additional 10% gross floor area. The proposed changes ensure that any future development on the site will largely occur within the existing built form.

Note: A Planning Proposal does not approve development. It only proposes changes to the planning rules for the site. Any future development would still need to go through a separate approval process.


Background


  • Site-specific planning proposal for 20 Smidmore Street, Marrickville, was lodged by the GPT Group, the owners of the site, and accepted by Council on 16 May 2025.
  • On 26 August 2025, the planning proposal was reported to the Inner West Local Planning Panel (IWLPP) meeting.
  • The planning proposal was subsequently revised by the proponent based on the advice provided by the IWLPP.
  • At the meeting on 28 October 2025, Council resolved to support the planning proposal and submit it to the Department of Planning, Housing and Infrastructure (DPHI) for a Gateway Determination.
  • On 23 March 2026, DPHI issued a Gateway Determination for the planning proposal to proceed to public exhibition, subject to the Gateway conditions being addressed. Council was delegated to be the Local Plan Making Authority.
  • This planning proposal, has been updated to address the Gateway conditions.

What happens next?


Following the public exhibition, the planning proposal and its engagement outcomes will be reported to the Council meeting later in 2026, and any submissions made will be addressed in the report.
